The dragging the shutter bit is then to move the camera after you depress the shutter. The most effective method is to use a flash as a fill to freeze some of the motion, while at the same time using a long exposure to capture some of the motion trails and the club lighting. If you go to the other extreme and shoot with just the ambient light you can get some interesting art effects if you're lucky, but the people will look like ghosts. This produces dull, lifeless shots (that provide good text book examples of flash fall off). The classic mistake is to shoot with full flash to get as much light on the scene as possible. When shooting in club, you want to capture the club lighting and the motion. If you Google it, you'll find a lot of hits. A popular and effective technique to use if what's called, "dragging the shutter". I've shot in nightclubs a lot (including for magazines).
